Do I get access to templates with the personal or premium plan levels?

What site building tools are available under the personal plan, or the premium plan? Am I able to use a prebuilt template and customize it with these options?

The free plan and Personal plan plan give you a choice of themes (free ones or Premium themes that you can purchase). The Premium plan would give you further choice with access to all Premium themes at no extra cost along with custom CSS: https://wordpress.com/pricing/
