No. There is no FTP access to free hosted WordPress.com blogs. I quick search for “domain mapping” support documentation provided your answer:
Important Notes Before Upgrading
Same Rules Apply – The Domain Mapping Upgrade does not enable the permission to use advertising, any kind of prohibited code, or upload additional themes or plugins. With the upgrade, your blog will still be hosted here at WordPress.com, which means that you will not have FTP access to your files and you will still be required to abide by our Terms of Service. http://en.support.wordpress.com/domain-mapping/#important-notes-before-upgrading -
A search of the same documentation for “FTP” access proved answers too:
There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or any themes into them The themes found on the internet are for wordpress.ORG installs which run on different software.

http://en.support.wordpress.com/themes/adding-new-themes/If you wish to have complete control over a blog, FTP access, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.

I’m not talking about free hosting, but about buying a .com domain from wordpress.com That isn’t free, it is 17$ a year.

I know exactly what your are asking about. My blogs all have domains and domain mapping from WordPress.com. If you wish to still have WordPress.com free host the blog you purchase a domain name and domain mapping for then please read the support documentation entry. If you wish to purchase a domain name and then move your blog content into a self hosted WordPress.ORG install by export/import then you will need to read about the offsite redirect upgrade.

The hosting is free. The $ 17 is for the Domain name and Domain Mapping not the Hosting. As @TT noted above all the regular Terms of Service and limits still apply.

@halvardbk, it doesn’t matter if you get a domain name and mapping, your blog is still physically hosted here at wordpress.com and is still under the same restrictions and terms of service. Domain mapping and
As Timethief suggests, to have FTP access to your own site you have to self-host an installation at a third-party hosting service and you should figure about $10 to $25 per month all things considered and depending on bandwidth and storage needs.
