Do i have to be premium in order to install new plugins?

I recently made a new website, it is in portuguese br and i was looking for new plugins to improve my site, i heard that wordpress have a plugin that can automatically translate, but i just cant find it. Do i have to be premium in order to have access to it? Or is it some kind of block for brazillians, i don’t know.

Automatic translation is not available to WordPress.com blogs. We bloggers do not have FTP access to blogs hosted by WordPress.COM and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

There is no upgrade you can purchase that changes what I posted above.

Hi sorry to open up this again, I have a similar problem, regarding the plugins, I want to add this plugin to my wordpress blog: https://wordpress.org/plugins/visual-recipe-index/
Do I have to be a premium user in order to install general plugins like these? Because I cannot seem to find the plugins installer in my wp-Admin area.

https://thehomemademamma.wordpress.com/ is a wordpress.COM hosted blog. It is not a self hosted WordPress.ORG site.
You are confusing wordpress.COM hosted sites like yours with wordpress.ORG software installs. Facebook comments is plugin that can be used on WordPress.ORG installs, but not on wordpress.COM hosted sites.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

http://en.support.wordpress.com/plugins/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
