  If here you are talking about any paid plans, domains or any other subscription that you want on your website then yes you need to pay first and then you can use it on your website.

  Just to add to @shubhamgmath’s reply — while some features are only available through paid plans, you can continue using the Free plan if you wish. This plan gives you the option to create a site without making a payment.
