Hi there,
Please note this:Note: Premium Themes that are licensed for WordPress.com use only cannot be transferred to self-hosted WordPress.org sites. Some Automattic-developed premium themes can be transferred to a self-hosted site at no charge, as part of a Guided Transfer. Please post in the premium theme forums if you’d like to know whether your theme qualifies. http://en.support.wordpress.com/themes/premium-themes/

If you go to the detailed theme description page here http://theme.wordpress.com/themes/forefront/ you will see that Forefront is an Automattic-developed premium theme.
-
If you are a beginner, don’t buy a premium theme or any upgrades until you’ve practiced and aren’t a beginner any more. And start with http://learn.wordpress.com
And yes, if you buy a theme here it stays here even if you move your blog. You will need to buy again for your external blog.

Ah, except if you buy a guided transfer, as TT has said above. I forgot that exception. And that costs $99.
