Do I have to upgrade to change my WP URL?

I want to change the part of my URL that comes before WordPress, but I want to know, can I do this for free or do I have to purchase an upgrade package? What is the proper course of action to take to get this address changed?

This is not free. It is a domain mapping upgrade that must be renewed every year.

If you want to change from old-blog.wordpress.com to new-blog.wordpress.com – that can be done with no extra charge – sorry don’t remember exactly what it is called but it is along the line of change the URL or blog address – NOTE – save the old URL – you can use it for a test blog or whatever – once the old name is deleted it is gone forever.
