I paid WordPress directly for my blog directly and it is not a free one,
You paid for a domain name and a domain mapping upgrade and that is what you got. Look what the support documentation states here:
Important Notes Before Upgrading
Same Rules Apply – The Domain Mapping Upgrade does not enable the permission to use advertising, any kind of prohibited code, or upload additional themes or plugins. worldreporters, your blog is free. You paid for an UPGRADE. You paid to get a custom domain name. You also need to pay to connect that name to your blog: I believe the total is $17 a year for the two together.

There is no way to use plugins on a WordPress.com blog. Plugins are for WordPress.ORG blogs.
Why do you want to use plugins? What do you want the plugins to do? There are lots of workarounds, depending on the result you want to accomplish.

Thank you….I have just transferred the hosting of my blog to Siteground. I find it is much easier and they have available technical support. It was a big mistake signing directing with WordPress in the first place. I will tell friends to go through a hosting company instead….
