Do I need both a Pro plan and a business plan for plugins to work?

I have run a page where the subscription expired a few months ago. I am now on a Pro plan. When I was going through the steps to restore plugin access (following the steps in this guide: https://wordpress.com/support/restore-your-site-after-the-plan-expires/) I get the warning ‘Your current plan is no longer available for new subscriptions’ and that I can switch to any of the new plans below. But I just paid 225 USD for the Pro upgrade. Do I really need both a Pro plan and a Business plan to be able to restore the plugins?

It seems there’s been a bit of confusion. As of today, you had the Pro plan, but you canceled it and received a full refund for it. The Pro plan has indeed been discontinued, and that’s why you saw the message about it no longer being available for new subscriptions.
If you wish to use plugins on your site, you’ll need to upgrade to the Business plan. I understand it might feel like a hassle to switch plans after just making a payment, but the good news is that the Business plan comes packed with even more features than the Pro plan.
