Do I need the business plan for plugin? Why?

I’m trying to create a glossary, I’d rather not pay $25/month to download the glossary plugin.
The blog I need help with is: (visible only to logged in users)

Sadly, only sites with the Business Plan can upload custom plugins, including the Glossary Plugin. However, all sites do get access to some plugins automatically.

There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
In terms of the reason why, @supernovia (a WordPress.com staff member) recently said the following which may answer your question:
Incidentally that’s why we only have plugins on our Business plan: plugins and third party themes greatly increase the complexity of supporting your site.

I’m following up on the Modlook tag that was here. I just wanted to echo what’s already been stated. Write back with any other questions.
It’s not possible to use plugins on WordPress.com unless you upgrade to the business plan. In addition to the complexity that supernovia has been quoted on, the sites are also set up differently to allow that integration of plugins and custom themes.
Using the WordPress installation is free. That might be a better option. See here: https://codex.wordpress.org/Getting_Started_with_WordPress
