  Do I need to have the Business Plan to be able to upload/switch over to Jupiter theme (which I have already purchased from themeforest?

  The blog I need help with is: (visible only to logged in users)

  Yes, to use it here at WordPress.com you do need to upgrade to the Business plan. That theme was designed for use with the WordPress.org software. https://en.support.wordpress.com/com-vs-org/
  However there are already nearly 300 free and Premium themes available to activate here: https://wordpress.com/themes

  Yes, plugins and third party themes can only be used on WordPress.com as part of the Business Plan. With a Premium plan, instead, is included all the collection of Premium themes available.
