Do I need to host REST API to retrieve blog posts?

Hi there. I’m new at wordpress (haven’t used it in forever) and I’m now a web developer. I have a website outside of wordpress and I would like to fetch posts with a GET request from wordpress to display in my website. Is this possible to do using my wordpress website, or do I have to host a REST API? I ask because I created a site on WordPress.com just to test this out called https://weowoew.wordpress.com/wp-json/wp/v2/posts but it returned a 404. I would have assumed the site came with a REST API which let me fetch posts, but I guess not, and I cannot find the answer to this question online.
Any info is appreciated. Thanks!
