Do I need to pay for a transfer to wordpress.org?

I want to transfer my wordpress.com to wordpress.org. I tried to pay for a Guided Transfer, but I got the message, “You already have this upgrade.” That sounds great! But how do I get a Happiness Engineer to transfer my site to wordpress.org?
