Do I need to pay for separate outside hosting for the Pro WordPress Account, for a .com or .net, or if I by pay the 99 dollars, is the hosting included for a .com or .net site?

You don’t need to pay for hosting at all, WordPress.com sites are all hosted for free by WordPress.
Maybe you are thinking about domains (the URL), in which if you want your own domain (without .WordPress.com) you can buy one anywhere and pay for it to be mapped here, or buy direct from WordPress. The pro bundle includes this domain.

I would advise against buying ANY upgrades until you have had a blog here for a few weeks and learned how it works. We see a lot of people buying upgrades having made the wrong assumptions about them.

I wanted my own .com domain through WordPress, but thanks for your advise. I will try the FREE version first, before upgrading to Pro bundle.

Well, if all you want is the custom domain, all you need to buy is the domain for $5 and the domain mapping for $13. This is exactly what I meant with my earlier comment.
