Do I really have to pay $12 (on top of the annual $99) in order to use my url?

I changed the nameservers on my url (suemurad.com) to wordpress and would now like to change my address from suemurad.wordpress.com to suemurad.com. I have been having a little trouble doing so and think I just figured out how – but it’s saying I have to pay an additional $12/year in order to do so. I am already slated to pay $99/year for my wordpress site. Is it possible that simply by switching to the url that I also have to pay for annually I need to pay this additional money?
Please advise.
