Can the fine folks at WordPress contact a site owner for me? I want to see if they would be interested in transferring their domain name to me, but I can’t seem to get in contact with them. Their blog just has the generic post and about page; it has not been updated since 2012, and it has no self-written articles. I can’t even find what their username is. I tried commenting, but so far, I haven’t received a reply. I know WordPress can’t give me their email or username, so I was wondering if you could give them mine.

No, that’s not going to happen sorry.
There is no expiration date on blogs unused, reserved or otherwise. If you can make contact on your own with the owner of an unused blog via a contact form or commenting, then providing the are agreeable there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.
If you are not successful, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

Is it against the privacy policy for WordPress employees to contact a user?
They will not contact a blogger on behalf of another blogger – the only accepted reason to contact a blogger is for WordPress.COM related business
so as stated above – they will not help you contact a blogger
