Do not have administrative access?

I am helping someone update their site and it seems he does not have administrative rights. His original designer died and I do not know how to change his access. I am logging in with <website name>/wp-admin but I still do not see options such as installing plugins.
The blog I need help with is: (visible only to logged in users)

Hello there, What is the URL of the site you are working on? Without that we cannot give you an accurate reply.
I still do not see options such as installing plugins.
On WordPressdotcom sites only users with the Business plan upgrade can activate additional plugins.

It also seems that the WordPress site does not allow him to have administrative privilege. His original tech guy passed away so there’s no getting that person to go in and give admin rights. It is also the reason I can’t use a .gif plugin to repeat the pattern in the photos section.

We are only able to help with access to WordPress.com sites hosted on our servers so I’d recommend contacting your hosting provider (IX Web Hosting) for help — they should be able to tell you what the next steps are.
