  I have created an free website. there is not any option of plugins. I need to add some plugins. Urgent.

  Then you need to pay a web host and run a wordpress.ORG software install.

  Sorry but if you think that bloggers can install plugins on sites hosted by wordpress.COM you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.

  There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability on wordpress.COM hosted sites. That is not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/
