  Provided you are logged in as Admin under the exact same username that registered the blog you can change privacy settings easily.

  To change blog visibility to Public go to > Settings > Reading scroll to Blog Visibility and choose option 1. Also see option 2. The guide is here http://en.support.wordpress.com/settings/privacy-settings/
