Do old url's expire?

Recently I’ve been thinking of making a new blog about a game I usually play, but the link, i mean the URL is already taken by somebody who doesn’t use the site anymore. (I mean it got no posts and it was made in 2009). Does there exist any way to delete that old blog and make a new one instead? (I’m not the owner of that blog).
Please reply asap.

There is no expiration date on blogs unused or otherwise. Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
