Do Page Jumps Work on A Free Plan?

I have some content that contains footnotes (endnotes, really). I would like to have the reader click on a link and then go to the bottom to read the footnote/endnote. Then I would like the reader to be able to click a link and go back to the top to continue reading.I tried using the code provided in the Page Jumps article, https://en.support.wordpress.com/splitting-content/. But when I click on the link in the preview screen of the draft, nothing happens. Since that is not working yet, I haven’t tried the code for returning to the top of the page yet.

The post has many more footnotes, but I only tested it on the first two so far.
I am on the free plan, and do not have the budget to upgrade to a premium plan.
