Do Premium Themes Include CSS Editing?

  Hello and sorry if this has been covered. I can’t figure out: If I purchase
  a single Premium Theme for the one-time price, does that include the Custom Upgrade features such as editing the CSS?

  No. The two are two separate upgrade purchases.

  Then the fee for the Custom Upgrade feature would still be paid every year, right?
