Do some themes not have a paypal donations widget?

Looking for the Paypal widget on Celsius theme. It is not listed. Do I need to upgrade in order to access this?

The answer is no. The only instructions that will work for posting a PayPal donation button on a WordPress.com blog are found here http://en.support.wordpress.com/paypal/
