Do upgrades apply per account or per blog?

  If I purchase Custom Design upgrade for $30, does it apply to all my wordpress.com blogs (I have 3) or just one? Also, if I purchase the upgrade and then transfer the blog to a different owner, does the upgrade transfer as well?

  The blog I need help with is: (visible only to logged in users)
