Do upgrades apply to ALL my blogs?

  Hello,
  I currently have run two separate blogs under the same wordpress.com account. If I purchase upgrades for one of these blogs, to the upgrades also apply to my second blog, or do I need to purchase upgrades for each blog separately?

  No.

  With the exception of the Guided Transfer, all upgrades are per year and per blog. http://en.support.wordpress.com/upgrades/

  Please click that link and read the support docs that apply to the upgrades your purchased so you are clear on what you purchased and what was no on offer.
