  I have a free plugin beta tested for word press and it won’t let me install the new plugin do I have to upgrade to use the service even though I’m using the free website
  (email visible only to moderators and staff) the plugin is from WPcontent

  You can’t use Plugin’s on WordPress.COM – does not matter what upgrade you buy – you still can’t install plugin’s unless you move to the VIP program but the VIP program starts at about $20,000/year
