I would like rotating photos on the header but I cannot find any plug-ins on my site.

The Twenty Ten theme does not offer a post slider. You can see all of our themes that offer post sliders here:

Or are you just looking for the image itself to change? You can randomize the header, but we don’t have any themes where the header will change without the page refreshing.
