Do you have to make a $99 purchase before you can take advantage of the "black friday" one

I’m trying to access the “Black Friday” free Premium Theme. Do I have to purchase a $99 theme before I can take acquire this “gift”? Not clear. And does it just apply to upgrades or can I create a new blog with this premium gift?
The blog I need help with is: (visible only to logged in users)

I’m not sure if you got a chance to read our WordPress.com Blog announcement for the Black Friday special right here: http://en.blog.wordpress.com/2014/11/26/black-friday-special-a-year-of-unlimited-premium-themes/
But the Unlimited Premium Themes is only available if you purchase a WordPress.com premium package. It does not apply to other products which are $99 or above. Only the Premium package.

I read the announcement…It wdve been helpful if it stated specific steps to take to get the special and if it made it very clear that you have to purchase something first in order to get the premium deal…if that’s the case…still not really clear.

It does actually specify that a purchase is necessary in order to get the deal:
This weekend, every purchase of WordPress.com Premium will include a free year of unlimited access to all our premium themes — a $120 USD value — so you can use any theme at no extra cost.
I do note that this is right at the beginning and it isn’t repeated anywhere else and that there also aren’t any specific steps on how to purchase the Premium package, and I’ll pass that feedback along. I’m sorry for any inconvenience.
