Do you need the premuim version to change to a downloaded theme?

I purchased a theme from themeforest.net, however it appears that you can only use a downloaded theme if you have the premium version of wordpress, which I do not. Is this true or am I missing something? Does this also apply if you use web hosting at another company? I have a domain name at Go Daddy that I am planning to use for this website, if I switch to hosting there will I be able to use the template? Thanks in advance for your assistance.

There are no upgrades on WordPress.COM that you can buy to use a theme you found online.
You are confused about the difference between upgrades for WordPress.COM, and the other main version of wordpress, which is WordPress.ORG.
Here are details about the various kinds of WordPress:

- a domain name which you pay for
- and a host which you will pay for.
- WordPress.ORG software is free (or you could use other software to make your site work.
- And most importantly, expertise with handling problems when your site crashes, contracts a virus, goes berzerk, gets infected, etc…
