Are you able to expand more on the capabilities of what you’re trying to build here please?
The reason why I ask is because with WordPress.com, you adopt a forum like format to give people permission to make changes as they see fit.

It sounds like you would need a membership plugin of some sort to be able to do this.
3 – Speed and safety are essential requirements for this content.
The more optimised media is and less plugins in use the better.
To be able to use plugins and themes on the site, the site would need to be on the business plan.
