Does a Mapped Domain qualify for the Free Plan

Hello,
I would like to create another blog with a domain that I have purchased outside of WordPress.com. Aside from paying the mapping fee, will there be other fees that I have to pay? After reading the help articles on domain mapping, I walked away with the impression that a mapped domain is only eligible for the Premium and Business plans. Is that true? Many thanks!The blog I need help with is: (visible only to logged in users)

Domain Mapping is $13/yr. There are no other fees associated with using a domain registered elsewhere. You do not have to have a Premium or Business plan to map a domain.

I hope its ok to join this conversation. I have mapped many domains before on free plans but **today I can no longer find that option without upgrading to the $99 a year premium plan!!!!!**
Has this option been discontinued?! It is not letting me only add domain mapping of a domain I own by itself!!

Domains are no longer available for purchase individually. They are included with WordPress.com Premium. This change has been made as we work to offer the best combination of value and performance for users while still offering a completely free product for those who do not wish to purchase any upgrades.
A great way to go if you are not interested in WordPress.com Premium is to look into setting up a self-hosted WordPress.org site through a hosting provider such as Bluehost, GoDaddy, or Pressable.
