Does a WP account, given viewing access to a private blog, need its own blog?

Hi, I have put together a newsletter style site for my workplace which is private. I have then created a new account for employees to be able to view the site. This new account, does it have to have a blog associated with it? I was having trouble allocating viewer privileges to the new account so I created a ‘dummy’ blog which then seemed to work, but I really don’t want it to have a blog, just be an account that employees use to view the site, is this possible? When I try to delete the ‘dummy’ blog it tells me I have been sent an email to finalise the deletion but I’m not receiving the emails.
