does business upgrade and a premium theme ensure MySQL capability?

  Does premium themes include the ability to incorporate a MySQL detabase? Or how about if I upgrade to a business account, will my site have the ability then to incorporate such a detabase?

  No WordPress.COM upgrade allows access to the database nor are you allowed to install your own database
