Does CSS editor requires paid site?

The editor to edit css does not appear on the Appearances menu. I am using a free plan. Does that feature show up only if I upgrade to a paid plan? Then could I change the font color and paragraph spacing in the css of my theme?

As a follow up, I notice that the forum software here listed the url as .wordpress.com, but I have paid for a domain, and the site with Twenty Twelve theme is visible at lutherancatechism.com

Yes and what I posted above is relevant. Purchasing a domain mapping upgrade is not the same as purchasing either the Premium or Business upgrade packages that contain the CSS upgrade in them.
