Does deleting a site, mean that the name cannot be used by another account?

  If I delete a site,
  may I proceed to build a site with the same name
  using another WordPress account
  (ie that is linked to a different email address) ?

  Correct account: Yes

  No. You would lose that address. Best to transfer the site to a different account.
