Does my "site language" affect the SEO of my site?

Hello,
I have a website that targets a German audience, but the “site language” in the general settings of my dashboard is “English”.
Would a person still be able to find my site if he sets his Google settings to only show “German” sites in search results? In other words, does setting my “site language” to English make my site “English”?

We provide support only for sites hosted by WordPress.COM that site is not one of them.WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
