does the blog page HAVE to be the default landing page?

  I want to create an editorial greeting/home page (which you land on when arriving) and have the actual Blog as a news page in the menu. Is this possible?

  I’ve tried creating a page called ‘home’ and editing the permalink to be “name.wordpress.com” but it won’t let me. Also I have edited the blogs URL in the menu builder to be something other than “name.wordpress.com” but when I test it says it can’t find the page.

  Also on the version of WordPress that I’m using can you create a permanent notice that always appears at the top of the blogs?
