Does the fee for an upgrade include the price of a theme

  I would like to upgrade my free wordpress account to either a premium or business account. Does the upgrade fee include specific themes, or do themes have to be purchased separately from the upgrade?

  With the Premium upgrade you have to separately purchase premium themes. With the Business upgrade all the premium themes are included. Have a look at this comparison page:
