Does the premium package covers all my blogs?

  Does my premium tarriff mean that all blogs can customise their appearance? Do all my privelages relate only to main domain site.

  That means every time I wnat to put up a site I have to pay the fee. That is too costly for me.

  WordPress.com upgrades only apply to a single blog. So yes, you would need to purchase Custom Design for each of your blogs if you needed to use custom CSS on each of them.
