Does Transfering a blog to another account also transfer payments.

  I have a blog that i paid in order to customize. I want to transfer it to another account on wordpress, but I would like to know if it transfers the customization abilities that I’ve paid for as well, or if they will stay on the old account.

  The upgrades are per BLOG, and stick with the blog, not with the user.

  So if i transfer the blog over to another user, the upgrade will go along with it?

  Yes, BUT, if you have enabled autorenewal, the person who first paid will be charged for the renewal. Disable that before transferring.
