Does 'waiting for activation' ever time out?

I wanted to create a new blog, but the URL I want is taken. When I go to that URL, I see the following message:
URL.wordpress.com has not been activated yet.
If you are having problems activating your site, please contact WordPress.com Support.
I was wondering how long a blog will wait to get activated before it becomes available again for someone else to take. Does it just sit unclaimed forever, or does it actually get “released” after a certain amount of time if it’s never activated?

It will never become available for anyone else’s use. Usernames are never “reserved” only the blogs matching usernames are reserved. When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.

I knew about usernames reserving blogs, but I don’t know how (if at all) there’s a way to tell if this is one that someone set up and never activated, or if it is automatically set up because it was someone’s username. That was why I asked. I guess I will have to find another one. Thanks.
