Does WordPress block access from/to the Republic of Crimea?

Can people in Crimea access WordPress websites from other countries?
I specifically deleted my Wix.com account because they blocked people in Crimea from accessing or making websites. Horrifyingly totalitarian.

In 2015 The United States enacted trade restrictions that prevent U.S. companies from conducting business with individuals and entities located in Crimea. As a U.S. company, we are not able to provide paid services to customers in Crimea – but you can create and use a free wordpress.com account to create and publish a website from Crimea.
As to blocking: we do not block traffic from any region, though some governments may choose to block their citizens from accessing WordPress.com. We do our best to prevent and combat that type of blocking.
