Does WordPress offer a payment per view program for a writers blogs?

  I would like to take part in such a program, if one exist; that is the pay per view program for WordPress blog writers.

  The blog I need help with is: (visible only to logged in users)

  No that does not exist here at all. You can hire a web host http://wordpress.org/hosting and set up a WordPress.ORG install with that capability. The two flavors of WordPress are very different. Read this comparison http://en.support.wordpress.com/com-vs-org/
