The University namespace cannot be pointed to an external host without an established hosting contract through the Procurement Office. That contact is necessary to protect the web reputation of the University namespace. If a University-hosted website is compromised, we are able to quickly take the site down and take any appropriate actions to fix the website. If the site is hosted elsewhere and is compromised or defaced, we have no way to compel the hosting service to take action to fix this without a hosting contract in place. Other web designing services, like Weebly, has an established precedent that they will not negotiate for such a contract.
So, my question is can University negotiate with WordPress to obtain a contract?

WordPress is free, open source software, which you can download at https://wordpress.org/ and install on the hosting provider of your choice, or even on your own server. WordPress is not an organisation or a hosting provider and there is no one with whom you can negotiate anything.
You are posting on the support forum of the WordPress.com hosting platform. We provide free hosting at a WordPress.com subdomain for anyone who wishes to create a site here. We see the owner of a site as the individual who registers a username and creates a site here. That means if you were to point your university’s domain to a site hosted on WordPress.com, we’ll see the person who registered the site and bought the domain mapping upgrade as the owner of that site, not your university.
