Yes, WordPress.com does support WLW as I can see in this page.
In your previous forum post, you said that:
Seeing as when I go into my dashboard for this domain and go under SETTINGS/WRITING..these options are NOT LISTED!
That wpbeginner.com link is applicable for self hosted WordPress.org blogs. XML RPC is automatically enabled for WordPress.com so you don’t have to worry about unlisted xml rpc in your dashboard. It is there under the hood :-)

In regards to your question, the latest version I have is version 2012, build number 16.4.3528.331 and cant’ download another version from the corresponding MS/Essentials URL, as it is already installed! :-)
I’m able to use WLW to post other blogs, but when I attempt to add another blog URL, I encounter the error I posted in my original thread…
I’ve tried various ways to resolve this issue, but to no avail…
Here’s the exact error once again:

I did find one related issue concerning WLW & WordPress..but it had to do w/a user on XP and their installation of IE7…
Seeing as I’m on Windows 7 and running IE 11….there’s no real connection between the two!
I know it’s not an issue w/WLW because I’ve added other blogs hosted w/Blogger w/out issue!
I’ve gone as far as creating a new user account and switching the blog over to that new account and then trying to add the blog info once again but that didn’t solve anything!

After downloading WLW and publishing posts to both of my WordPress.com blogs successfully, I can confirm that there is no issue with using WLW with WordPress.com blogs.
It seems your problem is localized to your computer and hence, I am afraid, is difficult to troubleshoot.

No offense, but how can this be an issue that is on my side when I can successfully add accounts on Blogger but can’t add an account when setting up accounts on WordPress.com?
Secondly, some type of explanation as to what the error actually means would be somewhat helpful in trying to know how/what is causing the error and how to resolve it…such as what does it mean when it says…
“…Unable to cast COM object”..
“…Element not found..”
What ‘element’ is being referenced?

1. remove your WordPress.com blog from Windows Live Writer (WLW) and add it again.
How can I remove a blog account from WLW that has never been added?
2. make sure that you have enough space to upload images. You can check this from Media > Media Library
Media Library is fine!
3. try publishing a post without images or a few small images to see if it works.
How can I post to my blog if It can’t be added to WLW?4. use the latest version – WLW 2011.
I’m using Version WLW 2012
5. Make sure your security software is not blocking WordPress.com.
