  If you want to use plugins, whether they are free or not, on the wordpress.com platform, you must upgrade to the Business plan.

  The WooCommerce software is free. But running a server, connected to the web, on which you can install that software is not.

  We don’t charge you for WooCommerce. We charge you for the service we provide you to host your WooCommerce store on our servers, and for the technical support that’s included with that.
