I removed my domain only a week or two ago, and now want it back, but it says its used by someone else, but I’m sure that its still mine, yet I can’t work out how to reactivate it.

Which domain are you referring to here – a custom domain that you purchased through a business or premium plan, or a .wordpress.com domain through the free plan?
If you are talking about https://phoebeellenthompsonprops.wordpress.com/ – it works fine from my end and still has a site attached. If not, could you please let me know which domain you are talking about, and explain what steps you took to remove it? If it is a custom domain I can look it up for you and try to get to the bottom of this mystery!
Generally wordpress.com free domains are not recycled, and paid custom domains go through a number of phases before they are available for re purchase. So it is unlikely that somebody else has it – however that doesn’t mean it is still available for you!
