The option to permanently close your accound can be found on your Account Settings screen.
Because this is a permanent change, you may want to read more about the process on the “Close My Account” support page.
Make sure to note the following information about closing your account, taken from the support page:
This not only shuts down your username, it deletes all the sites you own and all their contents. After a few weeks, this data will be entirely purged from our servers and the process cannot be reversed. Therefore, please be certain you want to cancel your entire WordPress.com presence before proceeding.
Other options exist as well, depending on what you are trying to accomplish.
You can change your username/site address if you are unhappy with it.
You can keep the same username/site address and empty the site of content.
And you can also delete your site, but not your entire account.
