Hello,
So a law firm asked me to create a new website for them, but I am at a loss when it comes to creating the domain for their website when they still need their existing website to be active while I am creating their new website. Can I create a temporary domain and then once the website is done I change it to the current domain that they have? Thank you for the help.

Yes, this would be possible.
If you need to have a custom domain used on the site other than the free WordPress.com address (crawfordandbangs.wordpress.com), you can purchase that domain like so:
And then look at setting that domain as your primary domain:
Once you’re ready to make the other site’s domain the primary domain fo the site you have hosted on WordPress.com, you can look at adding our Domain Mapping service, pointing that domain to our nameservers and then finally setting it as the primary domain of the site:

You could go ahead and build their new site using the free WordPress.com domain, and then once it’s ready, either transfer their existing domain to WordPress.com – see Transferring a domain you already own to WordPress.com – or map it to point at the WordPress.com site – see Use a Domain You Already Own (Domain Mapping).

I would follow nikolnieto’s advice. Set up a site with a temporary _______.wordpress.com URL, get it all ready to go, and then add the existing “real” URL at the every end once everything is done.
