  Are you asking about the Domain Mapping upgrade? If so, no it does not include registration. Domain Mapping is the upgrade for using a domain name that you have registered elsewhere with your WordPress.com site.

  Were you trying to purchase a custom domain rather than just mapping an already existing domain?
