  Hi I want to create a new site with a domain name I already own but I do not want to transfer my domain name yet as I do not want to inactivate the current website…
  could I not just start a new one and when ready to publish it transfer the domain name just then?

  You can start building your site by using a free .wordpress.com address and when you’re ready you can either transfer or map your domain here by following these instructions:

  http://en.support.wordpress.com/incoming-domain-transfer/

  this is my issue I cannot get passed this stage as I do not want to transfer my domain

  Hi there,

  At that stage there is no need to transfer your domain over yet. You should be able to create a new site without needing to connect a custom domain to it. Just select a wordpress.com address and build your site – as @fstat mentioned, once you are ready to launch the site, then you can move the domain over to it.
